Proposal Manager, San Antonio, TX
LOCATION(S): This position may be located at any of our Cherokee Federal offices to include Tulsa, OK, San Antonio, TX, Arlington, VA, Atlanta, GA, Lakewood, CO or Remotely.

SUMMARY OF Proposal Manager:
Manage the interpreting solicitation requirements or source selection regulations and coordinates proposal response strategy for small to mid-size (<$30M) competitive or direct award opportunities.
PAY: $90,000 - $115,000 annually
CNB offers discretionary annual incentive pay based upon performance that is commensurate with the level of the position.

ESSENTIAL DUTIES AND RESPONSIBILITIES OF Proposal Manager:
- Developing a Proposal Plan and Schedule to implement proposal support activities
- Managing, coordinating, and tracking day-to-day proposal activities
- Participating in Proposal Kickoff (internal/external)
- Host and facilitate Proposal Development Standups
- Analyzing the RFP and develop the proposal compliance matrix
- Allocating and tasking available proposal contribution resources
- Creating and managing proposal development SharePoint site
- Working with team writers/contributors towards content planning and consensus before writing begins using storyboarding and/or by preparing a proposal outline, template, and writing guide/style sheet for writers
- Coordinating with Contracts Manager for execution risk and compliance review feedback by kickoff
- Communicating and following up on all data calls and reviewing data received and requesting validation/correction as needed
- Coordinating with Subject Matter Experts for input expectations
- Capturing and disseminating action items discussed during meetings/conference calls
- Tracking and reporting status of volume development daily to the proposal team
- Ensuring full content compliance with all RFP requirements
- Coordinating proposal color reviews and approval process IAW standard practices and system of authority
- Ensuring that the proposal conforms to any company publication or convention standards
- Maintaining proposal quality control checklist and style guide IAW company branding standards
- Prepare the final cost/price and technical volume copies (electronic and paper) for delivery
- Coordinates final review with Contracts for sign-off at the appropriate level.
- Assisting with the production of the final proposal (production/assembly)
SUPERVISORY/MANAGEMENT AUTHORITY
- Leads and/or guide the works of others.
EDUCATION AND EXPERIENCE FOR Proposal Manager:
- Bachelor’s degree
- 7 years of related experience with various government contract and their technical requirements, or an equivalent combination of education and experience.
KNOWLEDGE, SKILLS AND ABILITIES FOR Proposal Manager:
- Ability to manage the development of successful proposals.
- Working knowledge of all types of government contracts and their technical requirements.
- Advanced knowledge of Microsoft Office products.
- Ability to maintain the highest level of professionalism, confidence and integrity while directly dealing with internal and external customers.
- Ability to produce results and think strategically.
- Ability to identify alternative solutions, conclusions or approaches to problems.
- Ability to prioritize work and successfully meet deadlines in a fast-paced environment.
- Ability to lead, mentor and advise large, virtual teams.
- APMP Bid/Proposal Foundation Certification desired
- Ability to successfully pass a federal background check and a drug screen.
- Cherokee Federal has suspended it’s COVID mandate. However, it’s important to note that Cherokee Federal employees are included as covered employees in U.S. Presidential Executive Order 14042, which mandates Covid vaccines for federal contractors. Executive Order 14042 is currently not subject to enforcement by the Federal government. Therefore, Cherokee Federal has suspended application of the mandate and continues to monitor the government’s guidance on administration of any vaccine requirement.

Work is primarily performed in a climate-controlled environment.
